PENSHURST PARISH COUNCIL

Minutes of the Meeting of the Parish Council of Penshurst Parish Council held on Monday 3rd June 2013 at 7.45 pm in Penshurst Village Hall

1.            PRESENT:     Cllrs J Cass, Mrs D Broad, A Campbell, I Carson, J Horsford, J O’Shea, B Townsend.

APOLOGIES:      Cllr J Broadhead, S Frederick, SDCllr Cooke, Mr R Sellings

2.         MINUTES OF MEETING HELD ON 7 May 2013, having been circulated were approved and signed by the Chairman.

a.    Minutes of the Annual Parish Assembly 8 April 2013.   These were noted, SDCllr report awaited.

Declarations of interests in agenda items
If a Member has a disclosable pecuniary interest in an item of business this must be declared at the start of the meeting, unless dispensation has been granted.  The member may not participate in any discussion, vote or discharge any function related to that business.
Non-pecuniary interests may be declared at this point if not already registered.  Members with a non-pecuniary interest may speak on the subject if members of the public can do so but may not vote.   NONE

3.         OPEN SESSION

Forge Field:  A third planning application was being submitted, the plaintiffs potential costs had still not been resolved therefore the current Judicial Review had not progressed.
Latymers:  Rubbish bins (public) required replacement due to age and condition.
Village Hall Toilet Sign:  Cllr O’Shea to action removal.   (Now removed)
Footpath outside 11/13 Glebelands:  Surface uneven, puddles forming, existing repair unsatisfactory, further work required to surface generally.
A gas canister had been left in Grove Road.   (This appears to be on private property and would therefore be the responsibility of the landowner.)
Poundsbridge Lane, Speldhurst/Penshurst boundary:  Pothole past Upper Bullingstone.

4.        PLANNING

Applications:

SE/13/01418:  (Previous SE/13/01167 withdrawn):  Old Lodge, Spring Hill, Fordcombe:  Erection wooden garden shed 2.4 x 3.6 x 2.5m adjacent to existing garage and behind existing fencing within property boundary.  PC Support
SE/13/01141:  Polbream, Saints Hill, Penshurst:  Single storey side/rear (western elevation) with mezzanine floor and basement, single storey rear extension, balcony to first floor, porch to front elevation, conversion of roof space.   The PC feel the application results in a very large block and are concerned that the many past alterations mean that the 50% rule has been exceeded.   The PC also notes that the proposed glazing is out of keeping with the lead lights.
SE/13/01190:  Abbotsmerry Barn, Salmans Lane, Penshurst:  Creation of private equestrian sand school/ménage.  The PC would support this application on condition that no lighting is introduced.
SE/13/01565:  Orchard Mews, Nunnery Lane, Penshurst:  Proposed replacement garden building.
SE/13/01566:  Garden Cottage, Poundsbridge Lane, Penshurst:  Erection of a stable block and ‘grasscrete’ access track and change of use of the land for the keeping of horses.

Decisions:

SE/13/01167:  Old Lodge, Spring Hill, Fordcombe:  Wooden garden shed 2.4 x 3.6 x 2.5m on hardstanding adjacent to existing garage.   Application treated as withdrawn.
SE/13/00783:  Orchard Mews, Nunnery Lane, Penshurst:  Proposed replacement garden building.  REFUSED
SE/13/00800:  Penshurst Park Cricket Club, Penshurst Place:  Erection of single storey side extension, internal alterations and refurbishment of club pavilion.   GRANTED
SE/12/02792:  Tall Trees, Smarts Hill, Penshurst:  Demolition of existing dwelling replaced with a proposed single dwelling with detached garage.   GRANTED.
SE/13/00409:  Old Surrenden, Walters Green Road, Penshurst:  Replacement roof to rear garage and convert rear garage into living accommodation, new pitched roof to rear dormer.  Revised application: SE/12/02895/6.   REFUSED

5.         MATTERS ARISING:

a.                     Fordcombe Noticeboard:   Clerk unable to obtain any further financially feasible quotes for refurbishment, Cllr Cass obtaining costs involved in replacing only the front doors of the unit which were currently working.    (Cllr Cass had obtained quote for repairing doors of £55 approximately).

b.                     School pedestrian route.      Confirmation received that the replacement of the damaged fencing is the responsibility of Kent Highways who originally provided this, repairs to fencing now registered on Kent Highways website as damaged requiring repair under reference 70667.   Chairman advised he and Cllr Mrs Broad would be meeting with Ben Thomas the following day.  (Chairman advises that Estate probably unable to provide footpath on estate land, clerk to contact Highways for site meeting to discuss further option of relocating fence to enable walking area outside same) (Allan Gibbons contacting engineers to make decision on replacement/repairs to old fencing, clerk requested PC Chairman be included in any site inspection).

c.                     The Waghorn Proposals.      Chairman circulated draft response to councillors for comment, subsequently forwarded to correspondent, reply circulated to members.    Clerk provided Mr Waghorn with copies of emails forwarded to Steven Noad (Kent Highways) requesting plans to install Zigzag lining be reconsidered in view of local comments plus further email requesting removal after installation.

d.                     Highways Lengthsmen:  Advice received from Laura Squires that no lengthsman’s service would be available during current year.

e.                      Phone Box – Penshurst:  Cllr Carson had trimmed hedge obstructing access.

f.                     Grass cutting:   Around Fordcombe play area, the green and right hand side of pathway.   Clerk reported to Landscape Services requesting areas be added to regular schedule.   Contractors had not carried out the work during regular visit, clerk to contact again.

g.                     Chafford Lane:   Overgrown hedging and lack of sight lines:  Request received for information on how to arrange for a mirror to be installed to aid exit on to road, application made to highways for permission for resident to attach mirror to existing road sign and resident advised.   (Hedge now well cut back and sight lines improved, confirmation received from highways that they do not provide mirrors to aid visibility, any mirror provided by member of the public must be on private land as highways do not permit installation on public land).

6.         REPORTS:

a.                     Kent County Councillor:   The previous KCC councillor had promised to provide a defibrillator for Fordcombe Village Hall, clerk to check situation in view of his retirement.   (New councillor difficult to make arrangements to meet with, clerk obtaining contact details to invite to PC meeting.)

b.                     Sevenoaks District Councillor:       No Report

c.                     KALC:     No report.

d.                     Alms Houses:      Mr Johnson advised that an existing resident had moved into the newly refurbished unit on 27 May, small problems had been encountered with the positioning of two switches although the quality of the accommodation was much appreciated.   The work required to the vacated unit would be sent out to contractors in the near future.

e.                     Neighbourhood Watch:     Although no crimes had been recorded in the two villages, numerous crimes had been reported nearby including burglaries, shed break ins, car/van damage/theft and miscellaneous others.   A naked man had been seen lying adjacent to the river at Poundsbridge, parishioners were warned!

f.                                    Speedwatch:    Latymers layby was an identified site, others were being considered.   Clerk to order equipment.   Cllr Campbell dealing with data.

7.         HIGHWAYS:

a.                     Penshurst Rectory Hedge:     Letter received from Rochester diocese advising ‘unfortunately there is nothing further I can add to what was said in my letter to you of 27 February’.    The hedge would therefore not be cut back as requested by the PC.   Members considered the safety of pedestrians was in jeopardy and the hedge should in fact be cut back to the wall and railings and not be permitted to protrude into the roadway.

b.                     Reported Faults Update:

Ref: 49299/49750:  Fordcombe Road junction with Glebelands – Website indicates further work still required.
Ref: 17425664:  Poundsbridge Lane edging/gravel replacement and possible plastic warning posts adjacent to deep ditches.     Website indicates works completed.
Ref: 62231:  Laying water reported on road opposite Poundsbridge Lane junction with Penshurst Road.  Confirmation more work required.
Ref: 53310:  Laying water reported between Petersfield and Birches on Fordcombe Road.  Passed to drainage engineer for action, problem still under investigation.
Ref: 54537:  Sunken drain covers at junction of Fordcombe Road/The Lane plus one further along the Fordcombe Road   Clerk advised work now completed.
Ref: 56792/57757:  Potholes reported from Chafford Bridge – Bradley Lane – Top Hill, site visit made 17 January, work now advised as completed.   Clerk advised work now completed.
Ref: 62226:  Flooding on road from Meadow Wood towards Barden Road reported again, confirmation further work required.
Ref: 70837:  Pothole at Old Post Office:  Clerk reported for repair, highways advise this has been placed in the hands of the water board.
Poundsbridge Church:  Clerk contacted Highway Officer regarding bollards – Officer visiting site again to investigate options.
Penshurst School Access – Signage:      Information on signage and provision of white lining on Long Bridge awaited from Steven Noad.
10212521 – Poundsbridge Manor and Swaylands:  Utility works awaited, area to be monitored by highways as work progresses.
69819:  Cats eyes, New Road: Reported to highways, area investigated, further work required.
71781:  Blocked Drains Rogues Hill:   Works being programmed.
72233:  PORC:   Disintegration of road edging.  (Allan Gibbons advises problems caused by adjacent ditching damage, this being responsibility of landowner.   Site being investigated).
72341:  Chilcots – Daneby Hall/Chafford Lane-Broad Lane:   Multiple potholes reported, inspector advises first area being repaired and Chafford Lane being inspected again.

a.                     Future Parish Swathe Cutting:  Initial cut undertaken during week commencing 19 May, many parishioners recorded the opinion that the quality of cut had improved.   It was felt a good job had been done and those commenting were impressed.

9.                     CORRESPONDENCE:     Covered in above agenda items.

10.                   ANY OTHER BUSINESS:

a.    Swaylands:  John O’Shea reported there is an initiative to help the residents of Swaylands get more involved in village activities, as it appears there is unawareness of the events taking place in Penshurst. Initially this will include improving the communication of future activities and volunteer requirements via the Swaylands residents association.
b.    Penshurst School Sign:  The original flashing school sign opposite The Birches had again become overgrown with branches, clerk to contact landowner to clear.
c.     Dog Fouling:   Inconsiderate dog owners were permitting their animals to foul the cricket ground and churchyard at Fordcombe, clerk to request dog warden to visit site.
d.    Parking:  It was reported that a van had been parked at Paddock Close for three months without being moved.  (If the vehicle is taxed and/or on private land this is not illegal.)
